The Emergency Operations Plans (EOP) main purpose is to protect the people and the property in emergencies and disasters. Also, it will identify the process to address mitigation concerns in the course of response and the recovery actions (Goss, 1998). Moreover, the Emergency Operations Plans (EOP) when the disasters threaten jurisdictions, the government is also expected to take immediate actions in such ways like marshal the resources, arrange efforts of voluntary agencies and in private agencies, and solicit assistance. According to Goss (1998), with the help of the Federal Emergency Management Agency (FEMA), the Emergency Operations Plans (EOP) was also revised that will focus on three important changes which are eliminating emphasis on nuclear attacks, the Federal Emergency Management Agency (FEMA) along with the Federal Government acquired the broader role for disaster response and also, the emergency management planning in every state has matured beyond the given plans that FEMA provided. Furthermore, as the Federal Emergency Management Agency (FEMA) and the Federal Government supports the Emergency Operations Plans (EOP), it will allow the port operations to be prepared, response and recover not only on disasters and in the fear of weapon of mass destruction (WMD) but also in the overall hazard of emergency in port operations (Goss, 1998).
