Background: 

Over the past few weeks, we have discussed communication, cultural competency, health literacy, and teamwork. This week the class focused on special populations with information on vulnerable populations to various types of healthcare settings that you may encounter during your career. As a healthcare administrator, understanding the different populations will be essential. You may have to provide information to your team, as well as, your community on the types of individuals that are cared for within your organization and discuss the types of healthcare needs that are present within your community. Additionally, you may have to work with external parties to form partnership to deliver the care needed within your community. Creating community partnerships are beneficial for the organization, as effective and meaningful partnerships that offer community-based solutions can improve health equity, patient outcomes, and foster a multi-sector collaboration. Floods are the most common widespread natural disasters. Floods have had an impact on most communities in the United States. Most of these communities face the risk of floods after spring rains, heavy thunderstorms or extreme weather conditions like hurricanes. Chesapeake, Virginia is one of the communities in the United States that faces the risk flooding. The community has a history of being affected by floods with the most recent one being after Hurricane Florence in September, 2008. Most of the city is vulnerable to flooding.

A risk reduction program is supposed to minimize the risk caused by a disaster. Floods are considered as one of the most havoc natural disasters (Husain & Trak, 2018). The immediate impact of floods is the loss of lives and property. Flash floods are the most dangerous type of floods that increase the mortality rate and property damage. The risk reduction program should therefore be initiated to protect the community of Chesapeake, Virginia. The program will ensure the risk caused by floods is minimized. The program will help in reducing casual factors that lead to floods. The program will also initiate activities that will lessen the impact of flooding in the community.

Problem Statement

The problem of flooding in Chesapeake, Virginia is evident due to the various factors that impact flooding like climate change, massive rainfall, emission of green house gases, melting snow, and deforestation.

Purpose Statement

The purpose of the program is developing initiatives and activities that will lead to a reduction in the risk of flooding. This will ensure that lives and property re saved after flooding in the community.

The common theme with the problems leading to flooding is climate change. Climate change has led to changes in weather patterns that are impacting on floods. Due to climate change, there has been an increase the risk of flooding. The changes in weather patterns mean an increase in rainfall as the increase in rainfall increase the risk of flash floods.
