This controversy comes from the miscomprehension of what is meant by equality and freedom and how it is realized in American society. The myth is that the United States of America represents the place where everybody is “free”, so he can do everything that comes into his mind. In reality, freedom and equality are really present in America, however, people who come to the state usually feel shocked because of the official and bureaucratic limitations, and face difficulties on their way to become a part of the American society.

During its history, the United States regulation has been doing its best to counterpoise the independence of a person with the welfare of the country and the outcomes of such efforts sometimes appeared to be rather strange and unexpected. Anti-smoking law that states that those who do not smoke have a right to live without smoke that restricts the right of smokers’ to smoke represents the perfect example of this strangeness. Young people who come to America to study are usually unpleasantly surprised by a great number of regulations that control each step they make.

The social principles in America are really strange. They represent a mix of Puritanism and the commonly nonjudgmental American approach that generates a lot of difficulties for newcomers because they can’t foresee American society’s reaction to their actions. Furthermore, in America, various ethnic groups live one next to another and each group has its own principles that may differ much from the values of others. Consequently, the newcomers often feel that there are absolutely no rules in the United States and appear at a loss.

During its history, America was considered to be exceptional in its job-related and personal opportunities. America was recognized as the “place of chance”, for everybody who would like to get a higher position in society (Lipset, 1997). However, the opponents of this opinion state that, at the same time as all communities are very different concerning their past and arrangement, the statement that America is exclusively righteous exaggerate the significance of distinctions between the United States and other developed countries (Ross, 1995).

The essay aims to address a two-fold objective to wit: (1) to select metrics for financial and clinical performance in a healthcare organization. and (2) to discuss the rationale in choosing the metrics according to administrator’s point of view.

Metrics are used to evaluate care and accurately measure performance of an organization. Selecting an appropriate metrics is critical to the provision of health as it requires multitude of skills, experiences, and technologies. Metrics to be used should project a balance between the organization’s financial and clinical gains. In this case, the Health Plan Employer Data and Information Set (HEDIS) by the National Committee on Quality Assurance (NCQA) could be the best metrics to quantify managed care plan performance of the healthcare institution.

On the administrator’s perspective, HEDIS is the appropriate metrics to use in a healthcare organization because of the following reasons: feasibility and SMART (Specific, Measurable, Attainable, Realistic, and Time-bound) goal. HEDIS is a feasible metrics because it has become the standard metrics among employers and selected government institutions to measure and evaluate standards of care. thus, HEDIS is also is also realistic as it actually exists (American College of Medical Quality, 2005, 91). To quantify managed care plan performances, HEDIS has 60 metrics which are specifically divided into 7 categories, namely: effectiveness of care, access or availability of care, member satisfaction, use of services, cost of care, informed health care choices, and health plan descriptive information (American College of Medical Quality, 2005, 91). In addition, these categories can provide a measurable and attainable methodology because of its collection and calculation processes known as the HEDIS Compliance Unit. It is responsible for auditing standards to the activities that already occur in an organization. Lastly, HEDIS is time-bound metrics as it is an integral part of NCQA accreditation that must be participated in two audits per year, preapproved 12 hours of continuing education credits, and attended Auditor Update Conference annually to successfully renew accreditation every two years. Without this accreditation in a span of two years, financial and quality growth based on standards is not feasible.

Harnessing solar energy through artificial photosynthesis is new but very well known technique. I have an interesting experience of attending a counseling session with one of my teacher friend. My teacher friend has some psychological problems in his profession and we decided to seek the advice of an expert. Both of us together visited the counselor who was a well-known psychologist. Fortunately, most of the counseling sessions were undergone in the presence of me also though on a few occasions the counselor asked me to vacate the room. So I got enough opportunity in getting well versed in counseling techniques.

My friend has immense beliefs in values and morals. He considered the teaching profession as a sacred one and was never ready to compromise on any occasions. In a world of high competition, the schools also competed rather unhealthily to secure top results. In order to get better results, the school authorities have advised my teacher friend to help the average and below-average students in examinations using malpractices. He was not ready to accept such things since his principles in life were against such an act.

He believed that helping students to get better marks in examinations is a sin and hence he refused to obey the orders of the school authorities. Though he succeeded in resisting the temptation from the school authorities, he has developed some kind of psychological problems out of the fear of losing the job. My teacher friend often discussed his problems with me and I suggested him for seeking the advice of a psychologist. The psychologist allowed me to attend the counseling session along with the teacher friend for the major sessions of the counseling period.

The counselor has started the session by asking the reason for our purpose of visiting him. I tried to answer this question on behalf of my friend which the counselor denied. He told me to remain silent and ask my friend to reply to this question. Soon I realized that the counselor is using the introspection method to read the mind of my teacher friend. My friend has started to explain his problems. Most of the times, the counselor&nbsp.remained silent. He was simply watching my friend’s gestures and method of explanation of his problems.&nbsp.
